Police Intelligence - North London
Eliza BLABER, 46, charwoman, of Victoria Road, Hackney, was charged, on a warrant, with neglecting her three children, and thereby causing them unnecessary suffering and endangering their lives. - Mr Moreton PHILLIPS prosecuted for the National Society for the Prevention of Cruelty to Children. - The evidence of Inspector PAMPHILON, and of several persons who had resided in the same house as the Prisoner, was that she was a widow, who got her living by needlework and charing, but who spent more of her money in drink than upon food, as a consequence of which her children were a good deal dependent upon the kindness of the neighbours for their daily bread. Besides this, the children were in a terribly dirty, ill-clad, and generally neglected condition. She kept them out in their scanty attire until midnight when the snow was on the ground, and was invariably intoxicated when she came home. - A grown-up son of the Prisoner said he has assisted his mother pecuniarily, but six out of nine times that he had seen her since Christmas she was the worse for drink. It was further stated that the relieving officer of the Hackney Union had refused the Prisoner outdoor relief because of her habits. - The Prisoner, who was allowed to give sworn testimony on her own behalf, said she had done her best for her children. - Mr Dickinson [the Judge or Magistrate] replied that he had no doubt the Prisoner was a very cruel mother; that she had spent on herself what should have been spent on her children, and had it not been for the goodness of her neighbours the children would have been starved. He sentenced her to two months' hard labour.
